Using a VPN may help estabilize that ping a bit, will not be perfect but it improves. The game's engine is the real problem here, when the FPS drops massively like that the ping just sky rocket, there's only one explanation for that: extremely shitty servers + shitty game engine. It can not be used as a parameter, your rig is 100%capable of running this game at max above 60fps. Where did you get the information that CPU is slow? Who told you that is 100% wrong. Well your cpu is kinda slow but u can try to do something that is here , than u can go msconfig ->boot->advanced options -> and set max cpu cores, than u can download leatrix if u havent done that yet will help u with ms in a way
